Judge Phillip K. Sinclair was born on June 15, 1953, in Union County, South Carolina. The oldest son of William R. and Elsie L. Sinclair, he attended public schools in Spartanburg County and graduated from Dorman High School in 1971. A 1975 graduate of Wofford College, Phil earned a BA degree in English. While at Wofford, he was a member of Phi Beta Kappa. Judge Sinclair received his JD Degree in 1978 from the University of South Carolina School of Law and was admitted to the South Carolina Bar that same year.
Upon graduation from law school, Judge Sinclair and his wife, Vicki, returned to Spartanburg. Vicki is a public school teacher and has taught Social Studies for the last 13 years at Gable Middle School. Phil first worked as a Law Clerk to a Circuit Court Judge. He then worked as an assistant solicitor for almost three years. Since 1982, he has been in private law practice where he has practiced primarily in the Family Court. He served for a number of years on the Spartanburg County Family Court Committee. He is a member of the Spartanburg County Bar, the South Carolina Bar and the American Bar Association.
Judge Sinclair has been active in community affairs, having served on the Charles Lea Center Board of Directors, the Mountainview Nursing Home Board of Directors, the Spartanburg County Disabilities and Special Needs Board, Croft Fire Commission and the SAFE Homes/Rape Crisis Coalition Board. Judge Sinclair served in the South Carolina House of Representatives from 2001 until 2006, where he was Chairman of the Special Laws Subcommittee of the House Judiciary Committee. Upon leaving the South Carolina House of Representatives, he was awarded the Order of the Palmetto by Governor Sanford.
Phil and Vicki are the parents of three adult sons, Phillip R. Sinclair, John K. Sinclair, and William C. Sinclair. They are active members at Cedar Spring Baptist Church where he has served as a Deacon, adult Sunday School teacher, Trustee and on the Pastor Search Committee. The family lives on a small farm in the Pauline Community. Among the family pets are two horses, a beagle and two cats.
