Billy Joe Cartrette (Petitioner), an inmate at Ridgeland Correctional Institution, appeals the decision of the court of appeals finding that he is not an employee of Kwalu Furniture (Kwalu), a private sponsor, in a Prison Industry Enhancement Certification Program (PIECP); that he is not entitled to reimbursement of monies deducted from his gross prison industries pay for Victim Assistance programs; and that he is entitled to time-and-a-half pay for overtime hours he provided to Kwalu as part of the PIECP project.
