Judge Noel was born in Walterboro, South Carolina to Martha Gage Howell of Walterboro and the late St. Clair Prothro Guess, Jr. of Denmark. In 1983, she married her late husband, Lanny Wayne Noel, of Beaumont, Texas.
Educated in the public schools of South Carolina, Texas and Virginia, Judge Noel graduated from the University of South Carolina with a Bachelor of Science degree in Psychology in 1971 and later established a career providing temporary clerical support to the legal community in Charlotte, North Carolina. After her return to Bamberg County in 1992, Judge Noel and her late husband enjoyed working with her father on the family farm in Denmark. In March of 2010, she became Probate Clerk for retiring Judge Nancy H. Green and was elected Probate Judge November 6, 2012.
Public service and community involvement are family commitments that Judge Noel is privileged to continue. Her family has served South Carolinians in the legal community, in the classroom, in municipal, county and state government, and in the judiciary including active and retired judges and two former Associate Justices of the South Carolina Supreme Court.
Judge Noel is a member of the National Society of the Daughters of the American Revolution, a former Girl Scout, and a lifelong Episcopalian. She looks forward to serving the citizens of Bamberg County in the Probate Court and will continue to support a family scholarship for local students seeking higher education and the outreach ministries of her church. Judge Noel enjoys time spent with family and friends, playing the piano, occasionally, shapenote singing, and caring for several dogs, cats and horses.
